Users are to give ONLY constructive criticism
The Dictionary and Wikipedia wrote:

Wikipedia - Constructive criticism is the process of offering valid and well-reasoned opinions about the work of others, usually involving both positive and negative comments, in a friendly manner rather than an oppositional one.

When posting critiques of others' works follow these rules:
Do not post any negative comments about the user themselves.
Comments should be expressed in a friendly manner.
Messages like "Its sucks" don't count as constructive criticism.
If you post a negative remark about about a user's work give a way in which they can fix it.
The mods here can tell the difference between a constructive critic and a flamer, if you've been warned there's an obvious reason as to why.
